SOS Children’s Villages Ethiopia is an International Non-governmental organization and a member of SOS Children’s Villages International Federation. We started our humanitarian work in Ethiopia with the opening of our first Village in Mekelle, Northern part of Ethiopia in 1974. Since then, we have expanded our programs to different regions where there are significant needs for intervention and where we believe we can work in partnership with all relevant actors to bring sustainable positive outcomes for children’s and young people.
Today, we have grown significantly to meet the persistent challenges that confront Ethiopian children who have lost parental care and those that are at risk of losing their parental care. Working in close collaboration with international donors, local government and community based organizations across seven program locations; we aspire that every child grows up with love, respect and security.
Why we need you?
We are looking for an ICT Officer who will be responsible for the deployment, maintenance, and technical support of all digital infrastructure and systems under the Digital Horizons project. This includes managing the Local Area Network (LAN), installing hardware and software, providing helpdesk assistance to students and teachers, and ensuring the smooth operation of digital classrooms, the digital library, and the School Information Management System (SIMS). The role is crucial for building the digital capacity of beneficiaries and ensuring the project's technological components are implemented effectively and sustainably.

Your role?
While working with us, you will be in charge to ensure the reliable operation, security, and effective utilization of all ICT infrastructure and digital learning platforms across SOS school and surrounding public schools in Tigray, enabling transformative digital education.
Priority Task & Responsibilities:
Infrastructure Deployment & Maintenance:
- Lead the installation, configuration, and maintenance of ICT equipment, including computers, laptops, smart screens, networking gear, and backup power systems (solar/generator).
- Conduct site surveys for connectivity and digital library establishment.
- Maintain and manage the Local Area Network (LAN) and Wide Area Network (WAN) across project schools to ensure stable and secure connectivity.
- Supervise installation of physical security systems (CCTV cameras)
- Support construction and furnishing of the digital center and renovation of classrooms for technology-enhanced learning and equip classrooms with modern digital tools and technologies to support interactive learning
Technical Support & Training:
- Provide first-line helpdesk support to resolve hardware, software, and network issues for project staff, teachers, and students, both onsite and remotely.
- Install, upgrade, and troubleshoot operating systems and application software.
- Train teachers, administrative staff, and students on the use of ICT tools, digital platforms, cybersecurity, and responsible digital citizenship.
- Support the rollout and user adoption of the School Information Management System (SIMS).
System Administration & Security:
- Perform user administration (setup, maintain, and disable accounts).
- Monitor system performance (servers and network) and ensure regular, accurate backups.
- Implement and enforce data protection and cybersecurity protocols in line with SOS CVE policies and national regulations.
- Manage file systems, logs, and network communications.
Procurement & Asset Management:
- Assist the Project Coordinator and National Office IT unit in ICT-related procurement, including technical specifications and vendor evaluations.
- Maintain an inventory of all ICT assets and ensure their proper use and security.
- To assist the NITC with ICT related procurement
- To provide onsite technical support with hardware and software issues where needed, including travelling to other projects.
- Create new network user accounts, alter user system details and remove past user accounts
- To provide training to project staff on the use of ICT related tools & techniques
- To ensure that confidentiality and data protection requirements are maintained and adhered to.
- Assist in LAN and WAN administration.
- Installs and upgrades computer hardware and software.
- Provides helpdesk assistance, evaluating problems and resolving issues by telephone and in person.
- User administration (setup and maintaining account)
- Quickly arrange and repair hardware in occasion of hardware failure
- Constantly monitor system (servers) performance
- Create file systems and logs
- Ensure backups run regularly and accurately
- Monitor network communication
- Any ICT duty assigned by the NITC
- Oversee the monitoring of staff internet usage, to ensure compliance with SOS CVE Policies including Child Safeguarding
Safeguarding
- Ensure all ICT systems and their usage comply with SOS CVE's Child Safeguarding and PSHEA policies.
- Integrate digital safety and data protection measures into all training and system designs.
- Responsible to take part in awareness-raising sessions and capacity-building trainings in relation to Child Safeguarding.
- Support children, young people, and adults to understand the safeguarding risks and protection mechanisms in the digital environment.
- Responsible to report any safeguarding suspicion, concern, allegation, or incident immediately, following safeguarding reporting procedures.
- Make sure that every employee has signed the ICT policy and understand Safeguarding in the use of IT services and equipment’s
- Responsible to take part in awareness raising sessions and capacity building trainings in relation to Child Safeguarding to prevent and protect children and young people from all forms of abuse, abandonment, exploitation, violence and discrimination
- Support children, young and adult people to make them understand the Safeguarding risks and protection mechanisms
- Responsible to report any safeguarding suspicion, concern, allegation or incident immediately, following safeguarding reporting procedures.

Must Criteria
- BSc in Computer Science, Information Technology, or a related field.
- Minimum of 2 years of proven experience in supporting users and maintaining systems in a complex organizational setting.
- Sound experience in hardware/software maintenance, network management (LAN/WAN), Software development, website development and systems administration.
- Microsoft Certified Professional or Cisco (CCNA) certification is a distinct advantage.
- Proven IT Officer experience of supporting users and systems in a large and complex organisation
Desired Criteria
Proven experience in an educational setting, deploying and maintaining ICT infrastructure.
Hands-on experience with project implementation, from site survey and procurement to installation and training.
Demonstrated ability in delivering effective user training
Practical experience managing networks and hardware in environments with limited or unreliable infrastructure.
Competencies – Knowledge, Skills, Abilities
- Strong understanding of Microsoft network environments and Active Directory.
- Proficiency in managing and troubleshooting Windows operating systems and MS Office suites.
- Ability to design and manage databases in MS SQL.
- Knowledge of website development (Net, PHP) and programming languages (e.g., C#) is an advantage.
- Ability to write programs in .Net languages, C# is a must.
- Develop a website in ASP.Net 4.0 and PHP
- Excellent organization skill in providing help online or onsite.
- Ability to design and manage database in MS SQL,
- Understanding of Microsoft network environments
- Understanding of project concepts and methodology
- Working knowledge in Microsoft products: MS Office,
