An Ombuds is a trustworthy person who can listen, support, and guide children and young people. There are national, regional, and global Ombuds. Everything we do is made possible through the generous support of sponsors and donors, institutional and corporate partners, and loyal friends worldwide.   About the Regional Ombuds – East and Southern Africa (ESAF) role:   Location of the role:Addis Ababa Fulltime - 2 years Employment Contract (with the possibility to extend it)   The Regional Ombuds - East and Southern Africa (ESAF), as a designated neutral professional, will respond to concerns that the SOS Safeguarding Team has been unable to resolve to the satisfaction of the child, young person, or adult involved. The Ombuds Office is an innovative approach to strengthening child safeguarding and accountability within SOS Children's Villages globally.   The Regional Ombuds will provide advice, guidance, and support to the National Ombuds, so they have the knowledge and skills required to be successful in their role according with the SOS Children’s Villages procedures. The goal is to promote fairness of process and successful conflict resolution within SOS Children’s Villages member associations through the Ombuds Office fundamental principles.   The Regional Ombuds will operate independently from SOS Children’s Villages and will report to the Global Ombuds. The Regional Ombuds will: - provide training and professional supervision to National Ombuds so they have the knowledge and skills required to support children, young people, care leavers, their families, and staff at the SOS country level when they are unsatisfied with how SOS Children's Villages has responded to their concern; - provide guidance, support, and training to National Ombuds to apply SOS Children’s Villages policies, regulations and processes. Help them navigate between SOS Children’s Villages and external processes and systems, as defined by national legislation and policy, in coordination with SOS Children’s Villages national and/or regional child safeguarding teams; - identify and communicate regional themes and gaps within SOS Children’s Villages programmes, services, and personnel practice related to strengthening child safeguarding and submit findings to regional management, including the regional Child Safeguarding Team and the Global Ombuds, as appropriate, while maintaining the confidentiality of the Ombuds Office; Profile, skills and qualifications: - Master degree level in a relevant area such as mediation, social work, child psychology, sociology, child rights or protection, child and youth studies, law, or psychosocial wellbeing; - Minimum five years demonstrated experience in one of the following fields: ombudsperson or mediation, child safeguarding, child protection, or child rights. Three years minimum experience in management and leadership. Conflict management experience desirable; - Highly skilled in managing people and building effective teams across cultural contexts; - Knowledge of children’s rights, human rights, best interests of the child, safeguarding, and related issues; - Ability to work using child-centred principles; - Facilitation/training skills using participatory methods; - Excellent problem-solving and mediation skills; - Ability to work in a virtual office and global team. - Advanced English professional fluency in a second regional language. We are looking for a Project Procurement and Liaison Officer who will be responsible for ensuring the overall quality, efficiency and proactive administrative and logistical support services in the areas of procurement of goods and services as per SOS CVE policies and procedures and in accordance with relevant Ethiopian government policies and procedures. He/she will also be responsible for handing vehicles yearly registration and maintenance and Coordinate liaison between SOS CVP and other entities for the benefit of the organization.    What we provide? As project Procrument and Liason Officer you will be in charge of the following; Procurement: - Develops annual procurement plan for the location project and act accordingly: - Receives and review purchase request (PR) in accordance with the plan and budget; - Ensures purchase requests (PR’s) are adequately specific and complete - Based on the approved PRs, prepare Request for Quotation (RFQ), facilitate RFQ/bid opening, do bid analysis and prepare Purchase Request (PO) for selected suppliers and ensure compliance to SOS CVE’s procurement policies - Advises staff on specifications, prices, availability and other procurement matters - Ensures detailed understanding and application of the appropriate policy and procedure is followed in solicitation and receipt of quotation and all steps of procurement process - Ensures that incoming materials from suppliers are in good order and properly checked before receipt - In collaboration with purchase/bid committee, conduct competitive procurement process and procure requested materials - Prepares all purchase orders, invoices for accuracy and completeness before forwarding for review - Analyses the local market and keep an updated database of local suppliers corresponding to SOS CVE needs and eligibility criteria (quality, price, service, and ethics), send the updated supplier list with the monthly report. - Maintains records/files of all purchases with relevant information - Ensures the obtaining of GRN’s (Goods Received Note) for goods delivered to store Liaison - Liaises with different government offices, Private Organization, INGO, LNGs and other stakeholders to facilitate the organizational business whenever the needs arise at the project location.   Logistics - Provides logistic support to domestic travels, such as arranging lodging and local transportation; - Provides logistics for program location events, such as conferences, workshops, trainings and meetings - Follow up and ensures the provision of monthly report of vehicle usage - Ensures vehicle status reports are submitted periodically - Ensures maintaining of a logbook for each vehicle - Maintains records of maintenance and services cost of every vehicle and compiles monthly vehicle expenditure report - Organizes vehicle accident documents and reports for insurance purposes. - Responsible for implementing SOS CVE's fleet management guideline - Supervises the management of vehicles in the pool: (maintenance, daily movement) Driving: - Carries out the driving requirements of the Project/program as directed by the Manager HR &Operations/ project coordinator. - Keeps car clean and checks regularly light, indicators, brakes, tyre pressure, oil, battery and radiator. Reports any defects to HR OP, Manager - Drives safely at all times and observes traffic rules, keeps records of trips in logbook. - Reports immediately any car accident to police and the Manager, HR and OP/ immediate supervisor. - If vehicle is to be repaired, follows-up the repair work and Programs general check-ups of cars. - Ensures the annual car inspection is fulfilled on time before the Road Transport Authority’s deadline. - Keeps properly vehicle documents. - Performs other similar duties as assigned. Child Safeguarding: - Responsible to take part in awareness-raising sessions an capacity-building trainings in relation to Child Safeguarding to prevent and protect children and young people from all forms of abuse, abandonment, exploitation, violence and discrimination - Support children and young people to make them understand the CS risks and protection mechanisms - Responsible to report any CS suspicion, concern, allegation or incident immediately, following Child Safeguarding reporting procedures. While working with us as Location Program Director you will be in charge of the following, OVERALL PROGRAM MANAGEMENT - Lead program and operations implemented in the program location including ACC, FS, and Humanitarian projects. - Lead and oversee the annual planning, reviewing, and reporting based on the standards of SOS Children Villages. - Ensure quality service in the ACC and implementation of programs in the program location based on the quality standard of SOS Children’s Village and Donor requirements. - Monitor and evaluate the progress of the project and service provided by the location and provide a regular report to the line managers. - Support and closely work with the National Office in developing/designing a program in the program location. - In collaboration with the National Office ensure, that child safeguarding and SHEA are mainstreamed in the program planning and implementation. - In collaboration with the M&E unit, ensure all programs implemented are monitored, and evaluated the program implemented in the program location. - Work closely with the safety focal person regarding the safety of co-workers, children, and young persons under the care of the program location FINANCE MANAGEMENT  - Lead and manage the budget preparation, analysis, and consideration for the program location based on the financial manual. - Ensure all projects and ACC program expenditures are on time and according to the budget planned and the financial manual. - Work closely with the location program and national office finance unit to ensure effective financial and budget control over the implemented programs/projects in the location.    PARTNERSHIP MANAGEMENT - Provide strategical oversight in the identification of like-minded organizations and stakeholders in location. - Forges strong links with like-minded and complementary organizations and represents the organization in local NGO networks and advocacy initiatives and civil organizations. - Engage in key network activities and movements regarding children and youth in the community ADVOCACY  - Contribute to the development and implementation of effective advocacy strategies on the projects implemented in the program location. - Assures effective cooperation with the local media (so that the organization’s aims and objectives are continuously promoted) and represents the organization’s interests as well as child and youth care expertise (integrated approach) to the local authorities. - Support the development of publications, media messages, and other internal and external communication regards to the projects implemented in the location - Support knowledge management by documenting the lesson learned from various advocacy engagements and initiatives of the program location. HUMAN RESOURCE MANAGEMENT  - Support Ensure co-workers are aware of the strategy, policies, and procedures of the SOS Children’s Villages - Responsible for performance management of the staff in the Location Program Director reporting line - Supports and provides coaching in the realization of the set objectives. - Monitors objective achievement. - Ensures support in the recruitment and selection process of co-workers in the SOS Children’s Village programme, - Ensures organization of initial and ongoing training for key SOS Children’s Villages staff in the reporting line-up to the program locations. - Work closely with the program location HROD in regard to co-workers’ retention and talent management.
